Battery Charger

I dont know if questions about non KWA products are allowed or not, but I figured I'd give it a try since there are so many knowledgeable ppl on this forum.  I recently purchased a Smart Brain 960 Battery Charger.  I have four new batteries, and they seem to not be charging fully.  I called the makers of the battery charger, and they informed me with new batteries, I would have to charge them several times before being fully charged.  The first cpl times I charged, it only charged for 3 minutes.  It's now charging for about 20 minutes on .5 amps.  I was told a full charge for a 9.6 2000mah would take about 4 hours to fully charge on .5 amps.  Why does my charger keep saying that they charge is done at 20 minutes?  Should I just keep re charging til I get the desired charge time of 4 hours?  The battery is not warm at all when the charger says its complete.  Am I doing anything wrong?  Thanks in advance guys.
