Few basic things that could cause it:

Low pressure in your can of gas.

Magazine not filled completely.

Too cold (M11 seems to suffer worse than other KWA guns in the cold, mine starts having issues cycling a whole mag on full auto when the temp drops below 40, whereas my pistols could fire off two magazines in 15 degree weather.)

Couple more more advanced things that could possibly cause it if the above is not it.

I had this problem before, but I cant guarantee you that its the same as mine. I was using propane and I was basically filling the mag up up to 20 seconds or more and I couldn't finish all the BB's in the mag. Everyone was saying it's because the propane blah blah blah. When really the propane wasn't causing the problem. It was my madbull propane adapter that was causing the problem. The adapter itself was a little bit bent and it wasn't putting enough gas or releasing enough gas into the adapter to transfer to the mag. I fixed it by straightening the bent nozzle on the adapter.
