You fill the magazine with gas inverted and the tube prevents overfilling the mag with gas -- which is actually a liquid as it goes into the magazine. Just like holding your finger over the top end of a soda straw and inserting it into your Coke, the liquid does not enter the straw/tube. The empty space leaves room for the liquid to volatilize into a gas to power the gun.

Anyway, to fix that mag make sure it's depressurized before you begin, then use pin punches to remove the bottom assembly. Once it's open you should be able to see the expansion tube in question; take that tube and push it back into the floor plate firmly. The hardest part of this is putting the pins back in; you'll probably need to push your weight on the mag on a table while sliding the pins in from the side. DON'T FORCE IT, it should slide through easily. Pounding it with force may damage the mag and make it useless.
